Two crew members are missing after a cargo ship belonging to a Russian Defense Ministry company sank off the coast of Spain in what Russian authorities called a “terrorist act” on Wednesday, without offering evidence to support the claim. The Big Dipper, which was under American sanctions, was sailing from St. Petersburg to Vladivostok.
